Citeel Leads First Strategic Partnership Submission with ECDSIC Consortium

Citeel today announced the submission of the first strategic partnership proposal by the European Cyber Defense and Security Infrastructure Consortium (ECDSIC), marking a significant milestone in the company's growth and the consortium's transition into active participation in national and European strategic programmes focused on cybersecurity, defense, and critical infrastructure.
As the lead partner of ECDSIC, Citeel coordinated the preparation and submission of the proposal on behalf of the consortium, bringing together Pošta Slovenije, T2, and Telemach Slovenija. The submission was made in response to the public invitation issued by DOVOS, the Slovenian state-owned investment company established by the Republic of Slovenia through Slovenian Sovereign Holding (SDH) to strengthen national capabilities in defense, security, resilience, and strategic technologies.
Over the past several months, the consortium dedicated more than 1,500 man hours to preparing the submission. The process included the development of comprehensive technical documentation, commercial and financial models, governance structures, consortium frameworks, technology validation, operational planning, and long-term implementation strategies. The completed submission represents the most comprehensive strategic programme prepared by Citeel since the company was founded.
Rather than representing a conventional investment application, the submission outlines a long-term strategic partnership model designed to accelerate the development, certification, industrialization, and deployment of sovereign European cybersecurity technologies. At its core is Phantera, Citeel's decentralized cybersecurity platform, supported by the infrastructure, operational expertise, and implementation capabilities of the consortium partners.
The proposal also represents the beginning of a broader strategic roadmap. ECDSIC is being established with the objective of participating in major national and European programmes that support digital sovereignty, critical infrastructure protection, and advanced cybersecurity capabilities. Bids for several additional tenders are already being evaluated, with further submissions expected over the coming months.
Based on the published timeline of the programme, the consortium expects the evaluation process to continue throughout the coming months, with a final decision anticipated during the fourth quarter of 2026. While the outcome remains entirely subject to DOVOS' independent evaluation process, Citeel believes the submission presents a strong combination of technological readiness, industrial capability, commercial potential, and strategic relevance, and therefore remains optimistic regarding a positive outcome.
